Paul Miller is the founding Director of the Disability Support Services of California State University, Fullerton Emeritus. He directed a comprehensive support services program, the second such program in the California State University system, serving approximately 1200 students with disabilities, annually. Dr. Miller became the 'Senior DSS Director' in the CSIJ in 2007, serving several terms as Chair of the CSU/DSS Director's Council. Based upon his long tenure in the CSU, he became an expert advisor on disability related issues involving both students and employees with disabilities, particularly focused on both the Federal 504 Regulations (1977) and the Americans with Disabilities Act (1990), as amended. During Dr. Miller's tenure at CSUF, this 'flagship' CSU campus became the most programmatically and architecturally accessible university campus in the United States, enrolling more than 38,000 students in 2014-15. In addition, the DSS program budget grew from $5,000 in 1974-75, to more than 1.5 million in 2014-15. As a result of a U.S. Department of Education, Office for Civil Rights resolution agreement in the late 1990's, CSUF/DSS developed a model program for the delivery of accurate and timely accessible instructional materials for students with print disabilities. This model served as the impetus for the aggressive and internationally recognized CSU 'Accessible Technology Initiative', rolled out on all 23 campuses in the early 2000's. Before that, Dr. Miller taught American History & Political Science at Northwestern Senior High School in College Park, Maryland. He taught both junior level American History and senior level Political Science at this distinguished high school located adjacent to the University of Maryland where he played a key role in the development of new course content and served as faculty advisor for several student clubs and organizations.
